Some 3ware cards may be cheaper but I doubt you'd do better with them. Personally, I'm quite happy with the 150-4 card. It suits my needs fine and bioctl(8) is of course a splendid bonus. I'm not using it in a co-located environment, so I can't tell you whether it would fit into a 19" chassis.
All LSI megaraid cards fit the pci envelope.
