I've run into this problem in my beginning of altq experience. Set the
bandwidth of the interface for the 100Mb. Then, you can have one default
queue, that will deal with all traffic from internal net to the firewall
itself. And the other queue can have sub-queues dealing with traffic
going to the internet. In the pf's faq on the openbsd.org page, look at
the example 2, of the company network. There is an example there using
the whole 100Mb.
