Out of curiosity, I looked up the bill and I appear to
have found it at

It seems clear that it is about installing "apps" on the device
from an "app store" for the device.
For what it's worth, I don't remember any "adult" packages in
OpenBSD, but I might have missed something. If I were to try
to enter "pkg_add adult_content" to see would I get anything
but a "Can't find adult_content"?
I guess that "fortune -o" might not be suitable for children
in many cases, but I heard a lot worse when I was a kid. Is
there anything else?
Even if OpenBSD were to ask for age verification when being
installed and maybe put it in an environment variable, I
do not know what anyone would expect pkg_add to do with the
age in an environment variable.
Keep in mind that you use pkg_add from an account in the
wheel group. Even if you were setting up an OpenBSD server
for your kids to use, would there be any reason to add them
to the wheel group?
The whole thing seems pretty silly.
