According to the commit message from 2020 it's to, "Provide a lower contrast root weave as default background." Just be thankful that manually starting X11 via xinit without using xenodm hasn't suffered the same fate. X11 without the stipple just doesn't feel right. There was a thread on -tech about ten years ago discussing this at length.
