It's much better to ask these sorts of questions to the list rather than to a chatbot.
Slowcgi runs outside of the httpd chroot, but enters it's own chroot, by default to /var/www. Other fastcgi handlers can be written to run in their own space completely separately to httpd. Communication between httpd and the fastcgi handler is via common sockets.
