OpenSSH: What's the secret to getting `RefuseConnection` to work ?

I have been bashing my head against the proverbial brick wall.

This:

Match Invalid-User
 RefuseConnection

Gives:

no argument after keyword "RefuseConnection"

This:

Match Invalid-User
 RefuseConnection Foo

Or, this:

Match Invalid-User
 RefuseConnection "Foo"

Gives :

unsupported option "Foo"
