I believe the author meant he had "poorly implemented features that openbsd's tftp lacked" when he said he had "fixed openbsd's bugs". Debian got their description from the readme/changelog of this package. >From the code, hpa-tftp appears to be openbsd's tftp ripped apart in the traditional gnu style with a few features poorly implemented and handfuls of bugs sprinkled about. Now I understand why portable SSH is made for the masses, some things you can't trust people to "fix" on their own.
