At a basic level of description, CDNs are usually a bunch of web caches distributed around the world (configured as "reverse proxy") Whereas the standard non-CDN mirrors listed on openbsd.org/ftp.html are just normal web servers that sync the full tree from an upstream server -- Please keep replies on the mailing list.
