pflogd smashing the cpu

Maybe someone will read this and avoid the problem I had.
I just noticed the pflogd process was running at 85%.

After a bit stuffing around with tcpdump and wondering why a low logging 
rate would be doing this, the penny dropped:

Yes.

/var was full.
