This is almost assuredly because your ISP will only ever give you one prefix at the time and they think you already have one. They don't identify you by mac address but by a UUID presented by dhcp6leased. It uses /var/db/dhcp6leased/uuid for that. If the file does not exist it creates a file with a random uuid. It will probably just work if you copy the uuid from the primary to the secondary. -- In my defence, I have been left unsupervised.
