The Open Group's Core Program has nothing to do with POSIX, sorry for 
misleading.

For POSIX certification, one must:

  1.
Review the Guide to the program 
(https://posix.opengroup.org/certification_guide.html).
  2.
Complete the requirements:
-Understanding the certification program and process
-Testing the product informally
-Applying for certification
-Formal testing and submission of results
It looks like re-testing can be requested at their discretion.
  3.
Paying
However, I think that OpenBSD would fall under the free testing/certification 
clause, as described here:

from?<https://posix.opengroup.org/posixfaq.html#collapse-6>
"If you are an open source project, a 12 month license is available at no fee."
  4.
It is my understanding that many of the projects that are adjacent to OpenBSD 
already have POSIX compliance layers.

It is not clear to me what the "value add" for POSIX certification is in 2024, 
for any country or project.  Perhaps this is a question to send along to the 
Open Group.

That's just a list of standards that OpenGroup publishes/maintains.

The OpenGroup is _completely_ unrelated to OpenBSD.  If you want
information about their stuff you need to ask them.
