The absolute minimum would be something like

up

but more usefully, for a client system in a wired network, assuming dual stack:

inet autoconf
inet6 autoconf

I would recommend reading the Networking part of the FAQ 
(https://www.openbsd.org/faq/faq6.html)
and to check out at least some of the man pages it references.
