make sure that your ports tree is up to date for whichever version of OpenBSD that you're using (cvs head for -current, OPENBSD_7_5 for 7.5, etc - you can use a downloaded ports.tar.gz to start from if you must, but then do the relevant cvs update), then: make prepare FETCH_PACKAGES=
