This "PIN required" can be a red herring - iirc you see the same if the device needs an "fcc unlock" command before it will start operating. I believe this would be dependent on the device firmware. In general I would recommend using a readymade "LTE router" if possible. My track record with 3G/LTE devices on OpenBSD is getting about 20% of the devices that I've tried to actually work... -- Please keep replies on the mailing list.
