Some OpenBSD developers are actively working from a while on supporting the Chinese language at system level. Like many comunities, some people are chinese, some have chinese relatives and/or friends, some use Taobao and AliExpress. OpenBSD, I think, doesn't want to have particular ties for or against a nation (however, being a north american project you can imagine what is sentiment popping up around and outside the project).
