This usually means the config is not quite right. On the currently supported versions of OpenBSD you would probably want to use "ike (somename) passive esp from any to dynamic" in the iked.conf section. It worked with older versions (like 6.6) too but I can't remember what was needed in config. Also there have been *many* improvements to iked since then, so you should upgrade..
