sysupgrade(8) only describes what sysupgrade does, not the rest of the mechanism. The boot loader looks for /bsd.upgrade with 'x' filesystem permissions. If present it removes the x flag and boots. (I think this should be documented in boot(8) for the various arch but is missing). The email sent to root ("$hostname upgrade log") may contain useful information.
