Vultr is close to that. Last time I created a new VPS with them, I think they filtered port 25, but it was no big deal to get rid of that. Still running 2 productions VMs on Vultr, they are cheap, have great support, and reasonable uptimes. Not OpenBSD-based unfortunately, even though they support it officially.
