Hello just to update this thread,
that testing SR-IOV with 1G nics seem to work fine on OpenBSD6.6 amd64 stable
 (and I assume the PCI-E Bridge) would be the same
for both ixl(4) , avf(4) and em(4)
so maybe the pci-e bridge is fine ..and it is just the interaction
between the ixl(4) / avf(4) driver
and the pci-e Bridge for SR-IOV

Ill try with ix(4) once I have freed up the hardware to do that testing
