OpenBSD 6.5-current has improved networking performance from 6.5-release for various use cases. For diagnosing this particular problem, it would be interesting to know, WHAT queueing configuration is being applied in pf? and WHAT is the resulting performance when it is applied? I didn't see clear answers to those questions in the first email.
