Typically (not considering OpenBSD here as I haven't checked "join"
behaviour) they *don't* broadcast the full set of known networks, only
ones where you have set that you want to connect to that network even if
it's a hidden network.

I would be very surprised if "join" broadcasts the full set either,
AFAIK it only connects to non-hidden networks.

I'd argue that WEP is *worse* than an open network, it makes some think
that there's something in the way of security on it, in reality it's
about equivalent to a "private, keep out" sign.
