Tom, I had not noticed the appearance of /etc/installurl nor the recommendation to do pkg_add as you suggest.
Tried 'pkg_add -x xpdf gnumeric libreoffice seamonkey' without PKG_PATH on a spare machine with a fresh install of OpenBSD 6.4 and got the same result as before. 'ssh -Y hostname xpdf' works but 'ssh -Y hostname <any of the other three>' does not work.
