In my experience, a Core2Duo machine with inteldrm I still use as a backup option for work (HP Compaq 2510p) is still usable with SeaMonkey (uBlock origin and NoScript help). Firefox was usable with its 2GB of RAM until Electrolysis was implemented sometime last year (was using ESR at the time). Chromium has been unusable for way longer with more than a couple of tabs.

Haven't notice much of a slowdown with the Meltdown-related patches.
