The release packages are built from a ports tree with the release tag (OPENBSD_6_3_BASE for 6.3), they are not updated after that. M:Tier have update packages built from the -stable tree which some people use, see https://stable.mtier.org/, otherwise many people use -current snapshots specifically so they get updated packages sooner.
