Try this:

$ su -l root
# echo 'https://fastly.cdn.openbsd.org/pub/OpenBSD/' > /etc/installurl
# unset PKG_PATH
# pkg_info -Q mate

If fastly works, try with cloudflare again. BTW, we don't have a
metapackage for mate.
