I had similar trouble with an AMD64 and Radeon HD 7470 graphics card. I found that copying the radeondrm firmware before first boot to /etc/firmware/ fixed this. http://firmware.openbsd.org/firmware/6.2/ In my case it is the same firware as 6.1. I've no idea whether this will work for you. Good Luck
