This is what I do, too, but he only wanted the stable tree, so he could get by with just cvs, no cvsync, no CVSup. That would save him some network traffic and disk space, and amount to using a remote repository like described on the anoncvs.html page, but it may be not as robust as having a local mirror of the entire tree in the face of network or server problems.
