On GNOME, kbd locale support is handled by... systemd.

It is documented in the package by the way.
Extract from /usr/local/share/doc/pkg-readmes/gnome-3.*:
It is *not* possible to change the GDM greeter keyboard input layout due to the
lack of systemd-localed support on OpenBSD.
