You may be misinterpreting the link. It's a link to #Problems, which is the "Reporting problems" section right above on the page. It tells you: To first check $ make show=MAINTAINER or (if unreachable or there is no maintainer:) the ports@ mailing list. What follows is what the report needs to have. In any case, I believe the link works as expected.
