Couldn't special permissions be necessary for installing programs? There
could be a group with write permissions to a special executable
directory, which could even be linked to a user's $HOME. That way it's
kept secure, but usable for development if needed. Not all users in
/home need the ability to install things. Sure, I suppose, it adds
complexity, but it doesn't really require any new code.

Anyways, it seems that this is a bad idea, and I should probably shut
up. I'll stay out of the mailing lists.
