Wow I'm really ending up sounding more like a newbie here than I'd like, given how long I've been using the operating system. For instance, I'm currently trying to find where 'portmaster' will be available, referenced in the instructions I'm translating as being available in FreeBSD's ports at ports-mgmt/portmaster. While I can't use /usr/sbin/pkg_locate, I am noticing that there is a /usr/sbin/pkg_mklocatedb available, though I'm not sure how much good it'll do alone. :) The following 2 commands that you've given aren't turning up anything on the subject. Sorry if I'm missing anything really simple here.
