MPLS configuration problem

Hi misc
I want to implement simple MPLS network according to this page

but when configuring PE1 , after run this command " ifconfig mpe0 mplslabel
666 " i got this log
" ifconfig: SIOCSETLABEL: Network is unreachable " , why i can't define
label for mpe0 group ?
can any help me please ?
