OpenBSD usb cannot be read on Windows

I used the "dd'' command to make a bootable USB drive. The USB is 16G. After I
am done with the installation, I want to use the USB under Windows for other
purposes. Windows reads only 240 M.
How can I recover the 16G on the USB?
