It looks like a KDE bug. Exactly the same happens on recent Debian sid, odds are it could be something tied to system tray, i.e. when items in system tray get added/changed.
If you wipe .kde/ away the desktop restarts, but it is clearly unacceptable. This bug is still under investigation, dunno if it has been uploaded upstream to KDE developers.
