I'm not convinced. I never create swap partitions on my Thinkpads (T61,
T410) and they never hang at shutdown (or `halt -p`). These laptops have
been running the release version since at least 5.0.
Also, I never touch my rc.shutdown.
I'm wondering if your disk is failing?
