Have a look at THE FIFO USER INTERFACE in isakmpd(8):
NOTE: Sending isakmpd a SIGHUP or an "R" through the FIFO will
void any updates done to the configuration.
You can also try to SIGHUP and re-run ipsecctl afterwards.
