LibreSSL is trying to improve things for programs written against the OpenSSL API, there are other projects who have implemented new cleaner APIs (e.g. Botan and the XySSL forks PolarSSL and TropicSSL) though to date they're not especially widely used. There's a place for both approaches, but there's absolutely no way all the existing OpenSSL dependent code will be ported to a different API.
