I'm not a porter but one day I may have enough time to be one, so
someone shoot me down if this is pointless or if pkg_add will fix
up /usr/local but I'd expect that you could:

pkg_delete -X
/bin/rm -Rf /usr/local/*
Upgrade to a snapshot
backup /usr/local so you don't necessarily need the upgrade step next
time.

I have no idea why RTFM is used so aggressively on LINUX mailing lists
because whilst 'apropos' is traditionally the most powerful command on
Unix-like systems it's 'modern' replacement 'apropos' on Linux is a tool
to help psychopaths learn to control their anger.
