Well, i doubt it does, because even with a newer st.info installed (with tic) to ~/.terminfo/s/st*, infocmp always reported entries from (the nonexisting) /usr/share/misc/terminfo -- which really was /usr/share/misc/terminfo.db, and entries from it were always preferred to /usr/share/misc/termcap.db. Without changing termtypes.master and rebuilding the databases as Hugo suggested, st misbehaved. So if you are dead certain that local terminfo files should be queried, there is a bug somewhere.
