The talk was about a prototype, the board is not yet available at large, for the users. I think the pcengines.ch sent a few prototypes to some people, and I think Theo de Raadt asked for one of those out there. I think the original poster had one, but I'm not sure if he sent it to developers.
But it looks like it will be available very soon for sale, but the version .1c.
