hi, it's called pkg_add
you can set the ftp path in a variable : 
export PKG_PATH=ftp://ftp.openbsd.org/pub/OpenBSD/5.4/packages/i386/

then use man pkg_add (it's as simple as apt-get)

for example pkg_add -iv somepackage
