pkg_scripts inconsistence

I am using new post 5.0 way to start pkg_scripts. While adding
pkg_scripts="unbound" and pkg_scripts="php-fpm" to /etc/rc.conf.local
works as expected this is not the case with postgresql and zabbix
agent/server. What am I doing wrong?
