To expand on Tony's comment, OpenBSD uses the fdisk(8) partition information only just enough to locate its disklabel(8). So if you want to have two complete ("primary") OBSD installs on a single disk you have to *hide* them one from another. I succeeded in doing just that by using grub's hide/unhide partition feature -- it toggle the partition id of the inactive ("other") partition from a6 to b6. YMMV
