You could create them yourself by running "ssh-keygen -A" as root. However, that is run at every boot by /etc/rc (it only generates keys if there are no existing keys), so I would guess either a) you haven't rebooted yet or b) something is wrong with your system that is preventing these files from getting created.

You don't need "sshd_flags" in /etc/rc.conf.local unless you want to change the default set in /etc/rc.conf.
