Information post for the big and great misc archive to search in.... It still seems work ok with the above change. So the problem seems to be permanently solved. Now Apache ver 2 log say as the OpenBSD 3.8 built in 1.3.29 apache when it starts as well: "Accept mutex: sysvsem (Default: sysvsem)" which was not the case from the beginning.
