in my .xinitrc / .xsession tells programs To Do The Right Thing.

Of course, not everything supports UTF8, so your milage may vary.

Mutt *does*, as does xterm, ssh, and tmux (my preferred combination for
reading mails).  If you want to write UTF8 chars and have them displayed
nicely in your terminal, you'll need to use vim / emacs / 3rd party util.
The built-in nvi and mg do not support displaying them (but mg does
allow you to write the chars).
