Hi ,
        Sorry , my fault , finally I found openssl in /usr/sbin/openssl & 
libexpat in /usr/lib . All problems came when I compile Apache Traffic Server 
in OpenBSD5.2 , it reports that I miss some library .
        It seems that libiconv is not in the base package , right ?

Can you clarify what you mean?  OpenBSD *has* included openssl in base
for more than a decade and libexpat for about 8 years, so how exactly
have you been installing OpenBSD without them?  Furthermore, you
should be using packages and ports, which handle dependencies and
compilation paths for you.
