Not directly, but you /can/ set block/fragment sizes in the disklabel editor, which newfs honours if within bounds: enable [X]pert mode and modify/re-create your partitions. If you're looking to change other newfs options, e.g. reducing the number of inodes (which IMO is rather high on large filesystems) you would need to run newfs manually.
