I see at least two reasons for the right order: (1) The upgrade may upgrade the sysmerge(8) program itself, and you want to run the new version, not the old one. (2) Often, running new programs with old configuration works more or less because some software maintainers provide some backward compatibility, whereas running old programs with new configuration often breaks rather badly.
