I can't help with the details of what changed in 5.0 (though thanks for the detailed problem report, this is *exactly* the right sort of detail to include), but for the simple fix, you should be able to do this: # kbd us.swapctrlcaps And to make it permanent: # echo us.swapctrlcaps > /etc/kbdtype Unless my memory fails me, X uses these settings in the absence of other keyboard config.
